I put the whole osu! folder from my old PC into an external hard drive and transferred it over to my new PC. However, out of the 2k songs, only about half of them transferred over. I have also tried re-downloading osu! on my new computer and moving only the songs, but that did not work either.

Yeah no, definitely not a web app. Would have to find a way to import a list of songs, upload said list, and compare to songs on spotify. I guess you could just have users upload a file containing a list of all songs and then just give a list of songs that are on spotify, but then users would have to add every song individually.
